Donald Belch is a Senior Procurement Consultant in the Supply Chain Ontario Division of the Ministry of Government and Consumer Services. Mr. Belch worked in the private industry for many years before joining the Ontario Public Sector. He understands the perspective of vendors that bid on government business as well as the rigor of government procurement policy. Mr. Belch has also lectured on procurement ethics.
